Manager Civil Project Officer

Job Summary

The Manager Civil Project Officer is responsible for overseeing and coordinating civil projects from initiation to completion, ensuring timely and within-budget delivery of high-quality projects that meet the organization’s objectives.

Key Responsibilities

Project Planning and Management

  • Develop and implement project plans, schedules, and budgets to ensure successful project delivery
  • Coordinate with cross-functional teams, including engineering, procurement, and construction teams, to ensure effective project execution
  • Identify and mitigate project risks, and develop contingency plans to minimize potential impacts

Project Monitoring and Control

  • Track project progress, identify and address deviations from plans, and take corrective actions as needed
  • Conduct regular project meetings, and prepare and distribute meeting minutes and progress reports
  • Ensure compliance with organizational policies, procedures, and regulatory requirements

Stakeholder Management

  • Liaise with internal and external stakeholders, including project sponsors, clients, and government agencies
  • Communicate project updates, progress, and issues to stakeholders, and ensure their expectations are met
  • Build and maintain strong relationships with stakeholders to ensure long-term partnerships

Team Management

  • Lead and manage a team of project officers, engineers, and technicians
  • Provide guidance, training, and development opportunities to team members to enhance their skills and knowledge
  • Foster a collaborative and inclusive work environment that promotes innovation and creativity

Quality and Safety

  • Ensure projects are delivered to the required quality standards, and that quality control processes are in place
  • Implement and enforce safety policies and procedures to ensure a safe working environment for all project personnel

Budgeting and Cost Management

  • Develop and manage project budgets, and ensure effective cost control measures are in place
  • Identify and pursue opportunities for cost savings and value engineering

Requirements

Education and Qualifications

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field
  • Professional certification in project management (e.g., PMP, PRINCE2) or civil engineering (e.g., PE, CE)

Experience

  • Minimum 5 years of experience in civil project management, with at least 2 years in a management role
  • Proven track record of delivering complex civil projects on time, within budget, and to the required quality standards

Skills

  • Strong project management, leadership, and communication skills
  • Ability to work effectively in a fast-paced environment, and to prioritize tasks and manage multiple projects simultaneously
  • Proficient in project management software, including scheduling and budgeting tools
